UN Council Endorses Trump's Gaza Proposal

A Security Council has supported proposals put forward by the US president for securing a long-term stability in Gaza, featuring the introduction of an international stabilisation force and a potential avenue to a independent Palestine.

Broad Support with Notable Absent Votes

The proposal was adopted by a tally of 13-0, with both China and Russia choosing not to vote. Washington's diplomat the US ambassador informed the council chamber that it mapped “a different path in the region for both sides and all the inhabitants of the territory alike”.

Balanced Language on Palestinian Statehood

The inclusion of mentions to an independent Palestine was the concession the America paid for endorsement from the Arab and Islamic world, who are likely to supply stabilisation troops for the international stabilisation force (ISF).

“The transitional arrangements that we start today must be implemented in accordance with international law and respecting Palestinian rights,” Britain's representative declared.

Government Opposition Persists

Nonetheless, on the brink of the UN vote, Israeli prime minister Benjamin Netanyahu reiterated his government’s firm resistance to the formation of a sovereign Palestine, casting doubt on whether the Israeli government will permit the execution of the Council-backed plan.

Main Elements of the Measure

  • Swift elimination of ongoing restrictions on relief supplies into the strip
  • Establishment of an multinational peacekeeping unit
  • Progress on reconstruction and a eventual “avenue to Palestinian sovereignty and statehood”

Unclear Language and Requirements

The inclusion to sovereignty was a compromise addition to an initial US draft which excluded it. However the language is ambiguous and conditional, declaring only that once the PA has reformed itself and the rebuilding of the strip is progressing, “the situation may finally be in readiness for a feasible course to Palestinian self-determination and sovereignty.”

Global Reaction

The phrasing did not meet of the firm commitment to the building of a sovereign Palestine beside Israel desired by Arab and Islamic states, as well as European council members, but in speeches to the chamber after the decision, delegates from those states said they were prepared to accept the agreement in the service of extending the ongoing cessation of hostilities and swift steps to assist and secure the millions of Palestinians in the strip.

“We has finally decided to vote in favour of this document, a measure that we back its core objective, namely the preservation of the truce and the formation of circumstances allowing the Palestinian population to assert their immeasurable rights to sovereignty and sovereignty,” Algeria's representative stated.

Implementation Challenges

The resolution provides comprehensive monitoring control to a “stabilisation committee” headed by Trump, but of undefined composition. This committee has to update the United Nations but it is not required to follow the desires of the United Nations or by the Palestinian leadership.

Additionally, it requires the establishment of a Palestinian technocratic committee that is tasked with overseeing day-to-day governance of the Gaza Strip and the distribution of aid, but it is far from clear who would take part.

Stabilisation Team Mandate

The mandate of the international stabilisation force gives it authority to neutralize and disband fighting factions in the territory, but it is far from clear that would-be troop contributors would consent to engage such organizations. None of the states has to date pledged to sending peacekeepers.

Moreover the standards for changes to the PA, the requirement towards progress on independence, have been vague.

European officials said they considered it urgent that the identities of the expert panel to provide utilities was agreed as quickly as possible.
